Phoenix has also been defended on relativist grounds – the Viet Cong assassinated nearly 40,000 of their enemies in the period from 1957-1972. But none of these arguments could prevent the program from becoming a focal point of the antiwar movement plotting by Permanent Government [George H W Bush] Although Colby maintained that the deaths characteristically arose in combat and not as a result of cold-blooded murder-critics of Phoenix labeled it an assassination program and a crime against humanity. That was the strategy similar with the ‘First Iraq war’, a plot created so much in revenge for between the Sunny and Shiite – the Viet Cong and ARVN troops. As a result when Hanoi overran South Vietnam, the remnant ARVN troops couldn’t joint with Viet Cong for a liberated-revolution and Iraqi religious branches conflict created civil war. “Destruction and Rebuilt” on thereby the ‘Malthus’ English economic science doctrine was applied.
To me, in seeming contradiction to the bloody and corrupt tactics of that assassination spree, there is evidence to support the notion that William Colby wanted to help the South Vietnamese people. The Communists, curiously enough, say it was the most effective program ever used against them – The Phoenix, I always thought, was not all that effective. And if so [they should] either be captured, convinced to surrender, or in a fight, shot. It was a war. People’s expectation of life: When the enemy attacked during the TET, thousands of Vietnamese citizens asked the government to give their arms so that they could defend themselves, their families and their property from attack. The Government answered the appeal of the people by furnishing them weapons through the Peoples Self-Defense program, which was established by the Mobilization Law of June 1968. Thus the PSDF came about through the spontaneous demand of the people for it and it represents a cooperative program between the people and their Government. All able-bodied men in the age groups of 16-17 and 39-50, except those joining RVNAF on a voluntary basis, and males between 18-38 deferred from military service on grounds other than physical disability are required by the Militarization Law to be members of PSDF. Women and youth together with older men can volunteer for the PSDF and thousands have responded. All previous militia type organizations in existence before the Mobilization Law, like Combat Youth and Popular Militia, are now a part of PSDF.
The basic objectives of the Peoples Self Defense Force are:
1. To provide the people with the means to defend their families, homes, and hamlets/villages in both rural and urban areas;
2. To assist the National Police and Armed Forces of the Republic of Vietnam in maintaining security and public order
3. To promote community development activities for self-help and improvement of hamlets/village in both rural and urban areas;
4. To assist the police in identifying the enemy.
The PSDF must take part in the Popular Political Mobilization efforts of the government. The PSDF are important and respected members of the hamlet by virtue of having been given the responsibility to bear arms provide protection against the enemy; it is necessary to protect the people against the enemy’s political program as well as his military threats
There came a point at which the war was won. Although the fighting wasn’t over, but the war was won; the reason it was won was that our South Vietnamese had achieved the capacity to, with promised American support, maintain our independent and freedom of action. This is our people achievement even though during these years US combat-troops were progressively being withdrawn from our country and sent home– the later years stretched from then through withdrawal of the last American force in March 1973. An extremely important part of that achievement was success in rooting out the enemy’s covert infrastructure in the hamlets and villages of rural South Vietnam. An effective campaign for neutralizing members of that infrastructure, base on better and more timing intelligence and acting on it, was developed. Critics of the war denounced the “Phoenix” program as an assassination campaign, but the reality – as with so much in this complex war – was otherwise. Meanwhile the outcome of pacification program-evidenced of what our country was achieving was widely apparent. “The basic fact of life,” and it is an inescapable one, is that the overwhelming majority of the population– somewhere around 95 percent – prefer the government of Saigon to a communist government or the government that’s being offered by the other side. Those were certainly our people accomplishments. Improved the armed forces as we progressively took over the entire combat burden from withdrawing US combat forces, ourselves led a pacification program which rooted out the covert infrastructure that had through coercion and terror dominated the rural population.
The most top Americans recognized President Thieu’s importance in particularly, the pacification campaign. William Colby called him ‘the number One pacification officer’. General Abrams observed that ‘he knows more about pacification than any other Vietnamese’. A history of the US Joint’ Chiefs of Staff identified as Thieu’s most important attribute that ‘he recognized clearly the cardinal importance of the pacification campaign and of the establishment of effective institutions of local government. Toward ambassador Bunker, on a number of occasions Thieu invited him to go along on visits to the countryside, where Bunker heard him emphasize restoring local government, holding hamlet and village elections, training local government officials, and land reform. At Vung Tau 1,400 village, hamlet chiefs, representing about three-quarters of all villages in South Vietnam, went through training during the first nine months of 1969. President Thieu visited every one of those classes, giving the hamlet chiefs the incomparable cachet of being able to go back home and speak about what ‘President Thieu said to me’. By later 1969 the situation had improved so dramatically that John Paul Vann would tell an audience at Princeton that the “US has won the military war, and is winning the political war via Thieu”
In reality in document after document the Viet Cong kept predicting and calling for a “popular uprising” amongst the South VN territories, but in fact there was never any popular uprising in support of the Viet Cong in South Vietnam. Sadly, to any objective observer that a harsh judgment, and a debatable one. Ambassador Ellsworth Bunker recalled personally giving President Thieu three letters from president Nixon in which “he made a commitment” to come to the assistance of South Vietnam “in case of any major violation of the treaties by the Hanoi.” But, observer Bunker, “The Congress… made it impossible to carry out those commitments.” The result was? – Due to a much progressive anticipated previous-plots from Permanent Government such as Cooper-Church, Case Church, Pennsylvania secret plan, Paris Talks…and the Watergate for the final stage of the CIP solution, all that prolonged enough the war into a stalemate which exhausted the patience of the American people and with the disappearance of public support for continuing the war as it was then being waged (this solution will repeated in apply to Iraq War for the chunk Three: Middle East or Central Asia)
“I think really it was a betrayal of the South Vietnamese,” Bunker stated unequivocally. It is difficult for me to understand how President Thieu could be expected to have foreseen such an ignominious course of American action (by triumvirate: George H.W Bush, Dick Cheney, and Donald Rumsfeld deeply in my prejudice-perspective after sixteen years them studied)
Many shamed-Americans would not like hearing it said that the totalitarian states of Soviet Union and the Red China had prove to be better and more faithful allies than the democratic United States (so why actually, nowadays every occasion when a high official of Vietnam would like to visit in United States, he must come to Red-China first)
The reduction to almost below zero, (because after Paris Talk, few time the US Skyhaw A-4s, fighter-bombers came to strike on POL dumps right in Danang Airbase, with the so called pretend wrong bombing in target for tying down ARVN’ activities.
